Endemic poverty in Bojonegoro Regency and Semarang City shows that structural factors or \u201cpoverty traps\u201d are deeply rooted in society. The theory of structural poverty shifts the focus to the phenomenon of social exclusion (social exclusion<\/em>) or conditions that tend to produce and perpetuate chronic poverty. <\/p>\n\n\n\n

Political freedom and ensuring transparency are now widely recognized as integral components of an effective poverty reduction strategy, and governance reform has become an integral part of poverty reduction strategies. <\/p>\n\n\n\n

Poverty alleviation and anti-corruption programs should promote social change and include strategies to accelerate anti-corruption measures and social programs aimed at eliminating structural barriers into the political agenda, and to generate political will (political will<\/em>); in other words, pursuing democratic reforms and strengthening public demand for political accountability. This will be achieved through strengthening the quality of political representation and integrating public participation in the processes of social, economic and political change. <\/p>\n\n\n\n

Strengthening Public services through the Empowerment of women-led Advocacy and social audit networKs (SPEAK) <\/em>is a four-year project (March 2018 \u2013 February 2022) that aims to institutionalize constructive and effective community participation in local budget planning and implementation to address structural poverty. The project is co-funded by the European Union and Hivos Open-Up Contracting. <\/p>\n\n\n\n

Hivos, IDEA Association, and local partners invest to build the capacity of local women\u2019s groups to advocate for gender-responsive and inclusive budgets, and to facilitate social audits to improve accountability in public procurement and public services through community-based monitoring. The program aims to strengthen 2 local CSOs and 5 women\u2019s groups to develop a network of over 240 women, empowering 550,000 economically marginalized men and women in Semarang City and Bojonegoro Regency. <\/p>\n\n\n\n

One of the efforts to strengthen the participation of women's groups in regional budget planning is by conducting community-based monitoring. To that end, the IDEA Association will compile two training modules consisting of 1) Social Audit Module and 2) Citizen Complaint Handling Mechanism Module. Both modules will be used to improve the ability of women's groups in monitoring government programs in Bojonegoro Regency and Semarang City, especially in the education and health sectors. In order to compile the two modules above, the IDEA Yogyakarta Association will open a procurement of consultant services. The consultant who compiles the module is also tasked with implementing the module that has been compiled. The implementation of the module in question is to become a facilitator for the Training of Trainer (ToT) <\/em>for the Social Audit Module, so that community leaders <\/em>involved in the ToT carry out social audits independently with their respective communities.<\/p>\n\n\n\n

Kemiskinan endemik di Kabupaten Bojonegoro dan Kota Semarang menunjukkan bahwa faktor struktural atau \u201cperangkap kemiskinan\u201d sangat mengakar di masyarakat. Teori kemiskinan struktural menggeser fokus pada fenomena pengasingan social (social exclusion) atau kondisi yang cenderung menghasilkan dan melanggengkan kemiskinan kronis.  Kebebasan politik dan jaminan transparansi sekarang secara luas diakui sebagai komponen integral dari strategi pengurangan kemiskinan yang efektif, dan reformasi pemerintahan telah menjadi strategi pengurangan kemiskinan yang tidak terpisahkan.  Program pengentasan kemiskinan dan anti-korupsi, harus mempromosikan perubahan sosial dan memasukkan strategi mempercepat langkah pemberantasan korupsi dan program sosial yang bertujuan menghilangkan hambatan struktural ke dalam agenda politik, dan untuk menghasilkan kemauan politik (political will); dengan kata lain, mengejar reformasi demokrasi dan memperkuat permintaan publik untuk akuntabilitas politik. Ini akan tercapai melalui penguatan kualitas representasi politik dan pengintegrasian partisipasi publik dalam proses perubahan sosial, ekonomi, dan politik.  Strengthening Public services through the Empowerment of women-led Advocacy and social audit networKs (SPEAK) adalah sebuah proyek empat tahun (Maret 2018 \u2013 Februari 2022) yang bertujuan untuk melembagakan partisipasi masyarakat yang konstruktif dan efektif dalam perencanaan dan pelaksanaan anggaran daerah untuk mengatasi kemiskinan struktural. Proyek ini didanai bersama oleh Uni Eropa dan Hivos Open-Up Contracting.  Hivos, Perkumpulan IDEA, dan mitra lokal berinvestasi untuk meningkatkan kapasitas kelompok perempuan lokal untuk mengadvokasi anggaran yang responsif gender dan inklusif, dan untuk memfasilitasi audit sosial guna meningkatkan akuntabilitas pengadaan publik dan layanan publik melalui pemantauan berbasis masyarakat. Program ini bertujuan untuk memperkuat 2 OMS lokal dan 5 kelompok perempuan untuk mengembangkan jaringan lebih dari 240 perempuan, memberdayakan 550.000 laki-laki dan perempuan yang terpinggirkan secara ekonomi di Kota Semarang dan Kabupaten Bojonegoro.  Salah satu upaya penguatan partisipasi kelompok perempuan dalam perencanaan penganggaran daerah adalah dengan melakukan monitoring berbasis komunitas. Untuk itu, Perkumpulan IDEA akan menyusun dua modul pelatihan yang terdiri dari 1) Modul Audit Sosial dan 2) Modul Mekanisme Penanganan Aduan Warga. Kedua modul tersebut akan digunakan untuk meningkatkan kemampuan kelompok perempuan dalam melakukan monitoring program pemerintah di Kabupaten Bojonegoro dan Kota Semarang, khususnya di sektor pendidikan dan kesehatan. Dalam rangka menyusun kedua modul di atas, Perkumpulan IDEA Yogyakarta akan membuka pengadaan jasa konsultan. Konsultan yang menyusun modul juga bertugas mengimplementasikan modul yang telah disusun. Adapun implementasi modul yang dimaksud adalah menjadi fasilitator Training of Trainer (ToT) Modul Audit Sosial, sehingga community leader yang terlibat dalam ToT melaksanakan audit sosial secara mandiri bersama komunitas masing-masing.
