IDEA Association (Indonesia Idea and Analytics Association) is an organization engaged in research, advocacy, capacity building and citizen organization with a bias towards vulnerable groups whose access to basic rights services is hindered. The organization's vision is the realization of people's sovereignty in the public sphere which is marked by the fulfillment of civil and political rights, as well as the economic, social and cultural rights of the people. The organization also has a mission to encourage democratic political processes to fulfill the basic rights of citizens through policy changes, citizen empowerment and increasing public awareness.<\/p>\n\n\n\n

IDEA, in collaboration with HIVOS and supported by the European Union, implemented Strengthening Public Services through the Empowerment of women-led Advocacy and social audit networks<\/em> (SPEAK) program in Semarang City and Bojonegoro Regency for 20 months.<\/p>\n\n\n\n

One of the efforts of the IDEA Association to improve public accountability of government services is by providing assistance to local governments. Bojonegoro Regency and Semarang City have currently used the LAPOR application as a platform for handling citizen complaints. In addition to using the LAPOR platform, the Bojonegoro Regency and Semarang City Governments are developing innovations in handling citizen complaints in the regions.<\/p>\n\n\n\n

A study by the IDEA Association with consultants in March 2021 found that several technical agencies had complaint channels that were not yet connected to the LAPOR platform. This has the potential to cause obstacles in handling citizen complaints. The study above also recommends that there is a need for standardization of the description of complaint data and complaint handling in the two target areas of the program.<\/p>\n\n\n\n

In order to follow up on recommendations for improving the information system in Bojonegoro Regency and Semarang City, the IDEA Association is opening recruitment for IT consultants. The duration of cooperation between the IDEA Association and consultants is approximately four months. <\/p>\n\n\n\n

DUTIES & RESPONSIBILITIES<\/strong><\/p>\n\n\n\n

    \n
  1. Building or improving an information system for handling citizen complaints in Bojonegoro Regency and Semarang City.<\/li>\n\n\n\n
  2. Facilitating Focus Group Discussions (FGD) with civil society networks and local governments at SPEAK Program locations to support improvements to the information system for handling citizen complaints.<\/li>\n<\/ol>\n\n\n\n

    CRITERIA<\/strong><\/p>\n\n\n\n

    The consultant criteria for building and\/or improving the citizen complaint handling information system in Bojonegoro Regency and Semarang City are as follows:<\/p>\n\n\n\n

      \n
    1. Has a Bachelor's degree (S1) in Information Systems, Computer Science and Informatics Engineering.\u00a0<\/li>\n\n\n\n
    2. Direct experience in building information systems managed by local governments, especially those related to citizen complaint handling systems for at least 1 year.<\/li>\n\n\n\n
    3. Individuals or teams who have experience working with district\/city governments, especially at the program locations (Semarang City and Bojonegoro Regency) are an advantage in this selection process.<\/li>\n<\/ol>\n\n\n\n

        Perkumpulan IDEA (Perkumpulan Ide dan Analitika Indonesia) adalah organisasi yang bergerak dalam hal riset, advokasi, peningkatan  kapasitas dan pengorganisasian warga dengan keberpihakan kepada kelompok rentan yang terhalang aksesnya terhadap pelayanan hak-hak dasar. Salah satu upaya Perkumpulan IDEA untuk meningkatkan akuntabilitas publik pelayanan pemerintah yaitu dengan melakukan asistensi kepada pemerintah daerah. Kabupaten Bojonegoro dan Kota Semarang saat ini telah menggunakan aplikasi LAPOR sebagai platform penanganan aduan warga. Selain menggunakan platform LAPOR, Pemerintah Kabupaten Bojonegoro dan Kota Semarang mengembangkan inovasi dalam penanganan aduan warga di daerah. Kajian Perkumpulan IDEA bersama konsultan pada Maret 2021 menemukan bahwa beberapa dinas teknis memiliki kanal aduan yang belum terhubung dengan platform LAPOR. Hal tersebut berpotensi menyebabkan hambatan penanganan aduan warga. Kajian di atas juga merekomendasikan bahwa perlu standarisasi atas penjabaran data aduan  dan penanganan aduan di dua daerah sasaran program. Dalam rangka menindaklanjuti rekomendasi untuk perbaikan sistem informasi yang ada di Kabupaten Bojonegoro dan Kota Semarang, Perkumpulan IDEA membuka rekrutmen konsultan IT.
