The FGD which discussed Transparency of Information related to Procurement and Performance of the Water Sector, directly involved the Regional Drinking Water Company (PDAM), the Regional Development Planning Agency (Bappeda), and the Public Works, Housing and Settlement Areas Agency (PU PKP) of Bantul Regency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Also present at the FGD were the Regional Management Board of the Indonesian Drinking Water Company Association (Perpamsi) DIY, the DIY Environmental Forum and vendors involved in providing clean water in Bantul district.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This FGD is one of the activities of the open contracting sector water program supported by Hivos Southeast Asia. There are many objectives of this FGD, some of which are to identify and validate potential or existing water governance problems due to procurement and contract arrangements, identify relevant stakeholders, their interest in open contracts and their capacity, and assess the extent to which water contracts and documents are disclosed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, this FGD also assessed how open contracts can improve the situation, identify and assess the stages needed to implement the principles of open contracts, and identify challenges and obstacles in implementing Open Contracts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fulfillment of water as mandated in the 1945 Constitution is still one of the problems faced by the government today. Until now, the coverage of clean water services in Indonesia is only around 71 percent. The government itself is targeting the entire population to be served by clean water by 2022.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to being faced with the problem of low service coverage, the government is also still facing the problem of low capacity of implementation both in terms of funding and institutions. Of the 391 Indonesian drinking water companies (PDAM) only 57% are considered healthy, the rest are sick due to debt. Lack of good governance causes this condition to occur.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Open contracting becomes relevant in this case because transparent public procurement helps to improve public monitoring and oversight. If Open Contracting can be implemented stakeholders can have a kind of early warning system through detection of corruption threats. FGD yang membahas Transparansi Informasi terkait Pengadaan dan Kinerja Sektor Air, ini, melibatkan langsung Perusahaan Daerah Air Minum (PDAM), Badan Perencanaan Pembangunan Daerah (Bappeda), serta Dinas Pekerjaan Umum, Perumahan dan Kawasan Pemukiman (PU PKP) Kabupaten Bantul. Hadir juga dalam FGD ini Dewan Pengurus Daerah&nbsp;Persatuan Perusahaan Air Minum Indonesia&nbsp;(Perpamsi) DIY, Wahana Lingkungan Hidup DIY serta vedor yang terlibat dalam penyediaan air bersih di kabupaten Bantul. FGD ini merupakan salah satu kegiatan dari program open contracting sector air yang didukung oleh Hivos Sountheast Asia. Ada banyak tujuan dilaksanakannya FGD ini, beberapa di antaranya ialah melakukan Identifikasi dan validasi potensi atau masalah tata kelola air yang ada karena pengadaan dan pengaturan kontrak, mengidentifikasi pemangku kepentingan terkait, minat mereka terhadap kontrak terbuka dan kapasitasnya, serta menilai sejauh mana kontrak air dan dokumen tersebut diungkapkan. Selain itu, dalam FGD ini juga menilai bagaimana kontrak terbuka dapat memperbaiki situasi, mengidentifikasi dan nilai tahapan yang diperlukan untuk menerapkan prinsip kontrak terbuka, serta mengidentifikasi tantangan dan hambatan dalam implementasi Kontrak Terbuka. Pemenuhan air sebagaimana yang telah diamantkan dalam UUD 1945 masih menjadi salah satu masalah yang dihadapi pemerintah saat ini. Hingga saat ini, cakupan layanan air bersih di Indonesia baru sekitar 71 persen. Pemerintah sendiri menargetkan seluruh penduduk terlayani air bersih pada taun 2022. Selain dihadapkan dengan permasalahan rendahnya cakupan layanan, pemerintah juga masih menghadapi permasalahan rendahnya kapasitas penyelenggaraan baik dalam hal pendanaan maupun kelembagaan. Dari 391 perusahaan air minum Indonesia (PDAM) hanya 57% yang dianggap sehat, sisanya sakit karena hutang. Kurangnya tata kelola yang baik menyebabkan kondisi tersebut terjadi. Kontrak terbuka menjadi relevan dalam kasus ini karena pengadaan publik yang transparan membantu meningkatkan pemantauan dan pengawasan publik. Jika Open Contracting dapat diimplementasikan para pemangku kepentingan dapat memiliki semacam sistem peringatan dini melalui deteksi ancaman korupsi. Selain itu pengawasan publik dapat berkontribusi terhadap sistem pengadaan yang lebih efisien.
