Selain itu, kebijakan anggaran di daerah-daerah bencana umumnya juga belum sensitif pada kebutuhan pengurangan risiko bencana. Faktanya, di banyak daerah berisiko bencana tinggi menunjukkan bahwa kebijakan anggaran daerah justru menambah kerentanan warga terhadap bencana. Misalnya, kebijakan eksploitasi berlebihan bahan bahan galian untuk meningkatkan pendapatan asli daerah atau pembangunan infrastruktur yang justru menimbulkan ancaman bencana bagi warga. Perlu Pengawasan Sering terjadi, pejabat merasa dirinya penguasa, bukan pelayan masyarakat, sehingga kebijakan anggaran di tangan pejabat semacam ini perlu dicermati.
