One important issue in policy design for poverty alleviation in Gunungkidul is the integration and coordination of various existing poverty programs. To optimize various existing poverty alleviation strategies, the Gunung Kidul Regency government took the initiative to form a Regional Poverty Alleviation Coordination Team (TKPKD), which functions as a cross-sectoral and cross-stakeholder coordination forum for poverty alleviation at the district level. The TKPKD was formed based on Presidential Regulation No. 54 of 2005 concerning the establishment of the Poverty Alleviation Coordination Team (TKPK). The main objective of establishing the TKPKD is to accelerate the process of reducing the number of poor people throughout Indonesia through synchronization and coordination of the preparation and implementation of poverty alleviation policies. Which is then followed up with the establishment of a TKPK at the regional level called the TKPKD. This is also emphasized in Presidential Regulation No. 15 of 2010 concerning the acceleration of poverty alleviation. The TKPKD was formed to optimize the coordinating and consultative functions at the regional level.<\/p>\n\n\n\n
In Gunungkidul Regency itself, the process of forming TKPKD began in 2008. In 2008, the Regent of Gunung Kidul initiated the issuance of Regent's Decree No. 121\/KPTS\/2008 concerning the Establishment of the Gunung Kidul Regency Poverty Alleviation Working Group. In the decree, the regent appointed the deputy regent as the head of the working group.<\/p>\n\n\n\n
Poverty is a multidimensional problem that requires comprehensive and integrated steps to handle it by involving all stakeholders. So since 2009, TKPKD Gunungkidul has involved all stakeholders in the Region to sit in the TKPKD structure, starting from community groups, bureaucracy, NGOs, and the business world. However, there are still several problems that have haunted TKPKD Gunungkidul, namely, related to the organizational process and institutional capacity of TKPKD and problems related to supporting systems such as poverty data and information systems, and other supporting problems. In 2011, based on Presidential Regulation No. 15 of 2010 and Minister of Home Affairs Regulation No. 42 of 2010, the Regent of Gunungkidul issued Regent Decree No. 23\/KPTS\/TIM\/2011. It is hoped that with the issuance of this Decree, the performance problems of TKPKD Gunungkidul will be resolved so far. Of course, by taking concrete steps to overcome the problem of poverty in Gunungkidul. It is also important to listen to the voices of the poor in poverty reduction policy making. Satu permasalahan penting dalam desain kebijakan untuk pengurangan kemiskinan di Gunungkidul adalah integrasi dan koordinasi beragam program kemiskinan yang ada. Untuk mengoptimalkan berbagai strategi penanggulangan kemiskinan yang ada, pemerintah Kabupaten Gunung Kidul berinisiatif membentuk Tim Koordinasi Penanggulangan Kemiskinan Daerah (TKPKD), yang berfungsi sebagai wadah koordinasi lintas sektoral dan lintas pemangku kepentingan untuk penanggulangan kemiskinan di tingkat kabupaten. TKPKD ini dibentuk berdasarkan pada peraturan presiden No. 54 Tahun 2005 tentang pembentukan Tim Koordinasi Penanggulangan Kemiskinan (TKPK). Tujuan utama dibentuknya TKPKD adalah untuk mempercepat proses pengurangan jumlah penduduk miskin di seluruh wilayah Indonesia melalui sinkronisasi dan koordinasi penyusunan dan pelaksanaan kebijakan penanggulangan kemiskinan. Yang kemudian ditindaklanjuti dengan pembentukan TKPK ditingkat daerah yang disebut dengan TKPKD. Hal ini juga ditegaskan dalam Perpres No. 15 Tahun 2010 tentang percepatan penanggulangan kemiskinan. TKPKD ini dibentuk untuk mengoptimalkan fungsi koordinatif dan konsultatif di tingkat daerah. Untuk di Kabupaten Gunungkidul sendiri, proses pembentukan TKPKD mulai diinisiasi sejak tahun 2008. Pada tahun 2008 Bupati Gunung Kidul menginisiasi lahirnya SK bupati No. 121\/KPTS\/2008 tentang Pembentukan Kelompok Kerja Penanggulangan Kemiskinan Kabupaten Gunung Kidul. Dalam SK tersebut bupati menunjuk wakil bupati sebagai ketua kelompok kerja. Kemiskinan merupakan permasalahan multidimensi yang dalam penanganannya memerlukan langkah-langkah yang menyeluruh dan terpadu dengan melibatkan seluruh pemangku kepentingan. Maka sejak tahun 2009, TKPKD Gunungkidul sudah melibatkan seluruh pemangku kepentingan di Daerah untuk duduk di dalam struktur TKPKD, mulai dari kelompok masyarakat, birokrasi, LSM, dan dunia usaha. Namun masih ada beberapa persoalan yang selama ini menghantui TKPKD Gunungkidul yaitu, terkait dengan proses pengorganisasian dan kapasitas kelembagaan TKPKD dan masalah yang terkait dengan sistem pendukung seperti data dan sistem informasi kemiskinan, dan masalah pendukung lainnya. Di tahun 2011 ini, berdasarkan Perpres No. 15 Tahun 2010 dan Permendagri No. 42 Tahun 2010 maka Bupati Gunungkidul mengeluarkan SK Bupati No. 23\/KPTS\/TIM\/2011. Harapannya dengan dikeluarkannya SK ini akan mampu mengatasi permasalahan kinerja TKPKD Gunungkidul selama ini. Tentunya dengan melakukan langkah-langkah kongkret untuk mengatasi permasalahan kemiskinan di Gunungkidul. Penting juga untuk mendengarkan suara masyarakat miskin dalam pengambilan kebijakan pegurangan kemiskinan.
