Wonosari, March 27, 2017 \u2013 The participation of disabled groups and other vulnerable groups, such as women and the poor, in policy-making during the planning, budgeting and development of public services is like the proverb \u201cfar from the fire\u201d. Their involvement is more limited to their presence, not to the point of providing suggestions, let alone ensuring that their aspirations are included in the development planning documents.<\/p>\n\n\n\n

This was revealed in the event \"Workshop on Territorial Assessment\" <\/em>Results of Disability Conditions and Other Vulnerable Groups in Gunungkidul Regency\u201d held by Perkumpulan IDEA in collaboration with 2 disability NGOs, namely CIQAL and Handicap International, and Bappeda Gunungkidul, in the Meeting Room of the Public Works Department of Gunungkidul Regency on March 27, 2017. This workshop presented a number of Regional Government Organizations, Sub-district Governments, public service providers such as BPJS and Wonosari Hospital and village governments. This activity was carried out as a form of publication of the results of territorial mapping of the conditions of disability groups and other vulnerable groups in Gunungkidul Regency in the framework of the \u201cAdvocacy for Change\u201d program organized by IDEA-HI-CIQAL. Territorial assessment <\/em>was held last year in February 2016.<\/p>\n\n\n\n

In her presentation, Suci Wulandari from Perkumpulan IDEA stated that the low level of participation was caused by the lack of synchronization between government regulations and current practices. In terms of regulations, a number of legal umbrellas at the regional level have been created to ensure the participation of disabled groups and other vulnerable groups in the regional development planning process. Gunungkidul Regional Regulation No. 18\/2012 concerning Procedures for the Preparation of Regional Development Plans and the Implementation of Regional Development Planning Deliberations and Gunungkidul Regent Circular Letter No. 140\/2967 of 2015 concerning Technical Instructions for the Preparation of the 2016 RKP, which explicitly states that vulnerable groups including disabled groups are involved as participants in deliberations at the village level, are two of the regulations initiated by the Gunungkidul Regency Government. Unfortunately, the government's\u00a0affirmative action<\/em>\u00a0which is worthy of appreciation, is not directly proportional to what is mandated. The lack of information from the government at the supra-district level and the public in general about these pro-vulnerable group regulations is the main factor in the low participation.<\/p>\n\n\n\n

The lack of participation is also caused by the negative perception of the general public towards vulnerable groups, especially the disabled, as parties who must be pitied and helped. As a result, they are only seen as groups that do not need to participate in society, especially in the development process. At the same time, violence against children, women and the disabled as vulnerable groups also continues to increase, from 35 cases recorded in 2014 to 44 cases in 2015.<\/p>\n\n\n\n

Responding to the results of the territorial assesment<\/em> , Priyanta Madya from Bappeda Gunungkidul appreciated and thanked Perkumpulan IDEA, CIQAL and Handicap International for the research conducted. \"The results of this mapping can be used as input for the local government to make improvements in the future,\" said Priyatma. It must be acknowledged that the government has begun to take the initiative to involve vulnerable groups and disabilities in the regional budget planning process from the sub-district to the district level. Wonosari, 27 Maret 2017 \u2013 Partisipasi kelompok disabilitas dan kelompok rentan lain, seperti perempuan dan warga miskin, dalam pengambilan kebijakan tatkala proses perencanaan penganggaran dan pembangunan layanan publik ibarat pepatah \u201cjauh panggang dari api\u201d. Keterlibatan mereka lebih sebatas kehadiran, belum sampai memberikan usulan apalagi memastikan aspirasi itu termuat dalam dokumen perencanaan pembangunan. Hal tersebut terungkap dalam acara \u201cWorkshop Hasil Territorial Assessment Kondisi Disabilitas dan Kelompok Rentan Lainnya di Kabupaten Gunungkidul\u201d yang diselenggarakan Perkumpulan IDEA bekerja sama dengan 2 NGO disabilitas, yakni CIQAL dan Handicap International, dan Bappeda Gunungkidul, di Ruang Rapat Dinas Pekerjaan Umum Kabupaten Gunungkidul pada 27 Maret 2017. Workshop ini menghadirkan sejumlah Organisasi Perangkat Daerah, Pemerintah Kecamatan, penyedia layanan publik seperti BPJS dan RSUD Wonosari dan pemerintah desa. Kegiatan ini dilaksanakan sebagai bentuk publikasi hasil pemetaan kewilayahan atas kondisi kelompok disabilitas dan kelompok rentan lainnya di Kabupaten Gunungkidul dalam rangka program \u201cAdvokasi untuk Perubahan\u201d yang diselenggarakan oleh IDEA-HI-CIQAL. Territorial assessment (pemetaan kewilayahan) tersebut telah diselenggarakan tahun lalu pada bulan Februari 2016. Dalam presentasinya, Suci Wulandari dari Perkumpulan IDEA menyatakan bahwa tingkat partisipasi yang minim tersebut disebabkan oleh ketidaksinkronan antara regulasi yang dibuat pemerintah dengan praktik yang berjalan. Secara regulasi, sejumlah payung hukum di tingkat daerah telah dibuat untuk memastikan partisipasi dari kelompok disabilitas dan kelompok rentan lain dalam proses perencanaan pembangunan daerah. Perda Gunungkidul No. 18\/2012 tentang Tata Cara Penyusunan Rencana Pembangunan Daerah dan Pelaksanaan Musyawarah Perencanaan Pembangunan Daerah dan Surat Edaran Bupati Gunungkidul No. 140\/2967 tahun 2015 tentang Petunjuk Teknis Penyusunan RKP 2016, yang di dalamnya secara tegas menyebutkan bahwa kelompok rentan termasuk disabilitas dilibatkan sebagai peserta musyawarah di tingkat desa, adalah dua dari sekian regulasi yang diinisiasi oleh Pemerintah Kabupaten Gunungkidul. Sayangnya,\u00a0affirmative action\u00a0pemerintah yang patut dihargai tersebut tidak berbanding lurus dengan apa yang diamanatkan . Minimnya informasi pemerintah di tingkat supra-kabupaten dan masyarakat secara umum tentang regulasi pro-kelompok rentan tersebut menjadi faktor utama minimnya partisipasi. Minimnya partisipasi juga disebabkan oleh persepsi negatif masyarakat umum terhadap kelompok rentan, terutama disabilitas, sebagai pihak yang harus dikasihani dan ditolong. Akibatnya, mereka hanya dipandang kelompok yang tidak perlu berpartisipasi dalam masyarakat, terutama dalam proses pembangunan.  Dalam saat yang bersamaan, kekerasan terhadap anak, perempuan dan disabilitas sebagai kelompok rentan juga terus meningkat, dari 35 kasus yang tercatat di tahun 2014 menjadi 44 kasus di tahun 2015. Menanggapi hasil territorial assesment tersebut, Priyanta Madya dari Bappeda Gunungkidul mengapresiasi dan berterima kasih kepada Perkumpulan IDEA, CIQAL dan Handicap International atas penelitian yang dilakukan. \u201cHasil pemetaan ini dapat dijadikan sebagai input bagi pemerintah daerah untuk melakukan perbaikan ke depan,\u201d ujar Priyatma. Patut diakui bahwa pemerintah telah mulai berinisiatif melibatkan kelompok rentan dan disabilitas dalam proses perencanaan penganggaran daerah dari tingkat kecamatan hingga kabupaten. Namun, ia pun menyayangkan bahwa sejumlah desa masih memandang partisipasi kelompok rentan, terutama disabilitas, adalah hal yang kurang penting dalam pembangunan. \u201cKelompok rentan hanya sebagai obyek dan ini yang kita cari solusinya,\u201d imbuh Priyatma.
