The APBD is a regional policy stipulated in a Regional Regulation (Perda) and is the most important part of state administration in the region. Why is that?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For state administrators in the regions, the APBD is one of the benchmarks for achieving success in the Regional Long-Term Development Plan (RPJPD) and the Regional Medium-Term Development Plan (RPJMD) prepared by regional head candidates. In addition, the APBD is an annual development program planning document that will explain the income and spending allocation for the people. The management of money by the State in the regions is described through the Regional Government Work Plan (RKPD). The APBD is also the main driving force for the implementation of regional government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the people in the regions, this program and budget policy document is the only effort that determines the fulfillment of the rights of the people's hard work in depositing money to the State. The budget is a measure of the state's commitment to its citizens. The state's commitment to fulfilling human rights (economic, social and civil political rights) to its citizens.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Planning and budgeting documents are prepared through several long, thorough stages and involve the people, women's groups, groups at the community level, DPRD, SKPD\/Regional Institutions, Governor, Regent\/Mayor and Deputy Governor\/Regent\/Deputy Mayor. Starting from the Hamlet\/Village Deliberation, Village Development Planning Deliberation (Musrenbangdes), Sub-district Development Planning Deliberation (Musrenbangcam), Regency\/City Development Planning Deliberation (Musrenbangkab\/kot) and so on until the determination of the RAPBD.<\/p>","protected":false},"excerpt":{"rendered":"<p>Seri Modul Tata Kelola Pengurangan Risiko Bencana Perencanaan pada hakekatnya merupakan proses pengambilan atas sejumlah pilihan mengenai sasaran dan cara-cara yang akan dilaksanakan dimasa mendatang guna mencapai tujuan yang dikehendaki. Bagi penyelenggara negara di daerah, APBD sebagai salah satu tolok ukur pencapaian keberhasilan dalam Rencana Pembangunan Jangka Panjang Daerah (RPJPD) dan Rencana Pembangunan Jangka Menengah Daerah (RPJMD) yang disusun oleh calon kepala daerah. Selain itu, APBD merupakan dokumen perencanaan program pembangunan tahunan&nbsp; yang akan memaparkan pendapatan dan alokasi belanja untuk rakyat. Pengelolaan uang oleh Negara di daerah inilah yang dijabarkan melalui Rencana Kerja Pemerintah Daerah (RKPD). APBD juga merupakan power utama penggerak berjalannya penyelenggaraan pemerintahan daerah. Bagi rakyat di daerah, dokumen kebijakan program dan anggaran ini adalah satu-satunya upaya yang menentukan terpenuhinya hak atas jerih-payah warga dalam menyetor pundi-pundi&nbsp; uang kepada Negara. Anggaran merupakan ukuran komitmen negara kepada warganya.&nbsp; Komitmen negara untuk memenuhi hak asasi manusia (hak ekonomi sosial dan sipil politik) kepada warganya.
