Gunungkidul 2011 LKPJ Review

In the 2011 Gunungkidul LKPJ, the budget allocation for out-of-region working visits (kunker) was absorbed by 84% or Rp. 4.5 billion compared to the planning of Rp. 4.7 billion. Out-of-region working visit agendas in many regions have become a "pleasure" event for regional elites. There has never been an effort to be accountable to the public for the work visit agenda that has been carried out. What are the benefits obtained from the work visit and to what extent does it have an impact on improving the performance of the DPRD and the functions carried out by the DPRD. For example, the DPRD is able to carry out the function of budget supervision, so that it is truly able to decide on budget policies that favor the poor. The work visit agenda is important to increase the capacity of DPRD members, but it will be useless if the results of the capacity building are not used to determine policies that favor the community.

This became one of the discussions by Srawung (Sarana Rembug Warga untuk Gunungkidul) during the 2011 GK LKPJ review. When compared to the program for women's empowerment and child protection which was only Rp. 146 million, then the budget allocation for the work visit should have been reduced, and could be used to reallocate the budget for women's empowerment and child protection, where problems related to these issues still occur a lot in Gunungkidul. The program for clean water needs for poor families, from the budget allocation of Rp. 491.8 million, was realized at Rp. 326.27 million. This irony must be changed immediately, by reducing wasteful budgets, and allocating budgets that are truly in accordance with the needs of the community and addressing the problems in Gunungkidul.
