Mitigating Disaster Risk Some stakeholders still think that DRR is not related to human rights, foreign debt, gender, or planning and budgeting policies. However, the journey and experience prove that concern for DRR is intertwined with all humanitarian issues in the civil, political, economic, socio-cultural realms. The choice of attitudes and policies that do not take into account the implications for vulnerability and capacity will ultimately only multiply the risk of disaster. And finally, result in more victims. The state as the holder of the obligation to respect, protect, fulfill, and advance human rights remains the center of authority in the context of disaster risk reduction. This experience file is presented as a simple contribution to the long effort to uphold human rights related to disaster management.
