The participation and contribution of the parties in the pentahelix approach in the humanitarian field, especially in responding to the COVID-19 pandemic, has been carried out through various activities such as large-scale social restrictions, implementation of health protocols, education and assistance, and vaccination. Vaccination is a right for all Indonesian people. So that in the implementation of vaccination, it must be inclusive, meaning that the implementation of vaccination must provide adequate access, especially for citizens in the vulnerable group category, people with disabilities, or other high-risk groups.
