Magelang, June 13, 2015, located at the Artos Hotel, IDEA Yogyakarta and Oxfam Indonesia in collaboration with the Magelang Regency Government held a Socialization and Public Consultation of the UMKM Regional Business Sustainability Plan Document (RKU-K) and the UMKM Resilience Indicator Document. This activity was attended by 38 participants consisting of representatives of UMKM actors, SKPD, Universities, BUMN, Banking and Industrial CSR.
This event was opened by Mr. Masrur as the Head of the Industry and Cooperatives Office of Magelang Regency who represented the Regent of Magelang Regency. On this occasion, he said that the Magelang Regional Government greatly appreciates this activity. It is hoped that with the existence of this RKU-K UMKM document, there will be synergy between stakeholders in Magelang Regency to encourage the realization of UMKM Tangguh Bancana. He also expressed his gratitude for the support provided by IDEA and Oxfam and hoped that these two institutions could assist in the sustainability of this document. According to him, UMKM Tangguh will not be realized only by compiling this document but also by implementing the plans that have been prepared in the document.
The experience of the 2010 Merapi eruption proved that almost all MSMEs experienced quite severe impacts, their businesses stopped completely for a long period of time. The presence of this MSME RKU-K document can be a guide for MSME actors and the Magelang Regency Government and related parties to be better prepared, both before, during and after a disaster. This document has outlined the vulnerability map and needs of MSMEs before, during and after a disaster so that this document can also be used as input in SKPD planning documents. In addition to the RKU-K document, the activities of IDEA - Oxfam and the Magelang Regency Government also produced a document on MSME resilience indicators.
This MSME Resilience Indicator Document is prepared as input for the preparation of the BNPB Head Regulation so that in the future if there is a disaster, it can measure what a disaster-resilient MSME is like. There are 28 indicators of Disaster Resilient MSMEs which are divided into 4 priorities. Each indicator has a value and there is a weight in each priority. On this occasion, Lukman Hakim from IDEA facilitated a group discussion to deepen the MSME indicator instrument that had been formulated by a small team. Several inputs to further deepen the MSME resilience indicator were provided by participants and these inputs will be reformulated by the core team to further refine the instruments that have been prepared.
In addition to the socialization and public testing of the RKUK document and the UMKM resilience instrument, on this occasion, equipment assistance was also symbolically handed over to support the realization of Resilient UMKM. This symbolic process was represented by Mr. Kamto, a Slondok UMKM actor who received one of the communication tools, namely HT. This HT communication tool is one of the tools mapped during the preparation of the RKU - K and has been listed in the RKU - K document of these two mainstay products of Magelang Regency.
Mr. Agustinus Suryono, a salak UMKM actor, said that he really appreciated this activity because so far there has been no activity that invites UMKM actors to directly identify their needs. So far the government often makes activity plans without involving the community directly so that the assistance provided does not match the needs of UMKM. Although according to Mr. Agus, the response of the local government has not been very good, at least the efforts to bring together the local government and UMKM actors directly have been very good. And what is stated in this RKU-K document is expected to be implemented and included in the planning of related SKPDs so that the needs of UMKM before, during and after disasters and Resilient UMKM can be realized.
