Public Service as Citizens' Rights

What is Public Service?

Almost every day we access services in the form of goods or services from the government or third parties (government partners) to serve our needs. The public services accessed also vary according to the needs felt by each. There are times when we need an ID card, permit, health services, education, work, etc.

Public Service is a series of activities in order to fulfill the needs of the community in the form of goods services, service services and administrative services. Public services are regulated in Law Number 25 of 2009 concerning Public Services. Public services include education, teaching, health, employment, business, housing, communication and information, environment, social security, energy, banking, transportation, natural resources, tourism and other strategic sectors.

Public service is a reflection of the implementation of the state's role in serving citizens based on the social contracts of state formation. The state's role in public service is carried out by a government run by the ruling political power(the ruling party)

Public services from an economic perspective are approached by referring to public goods and services. (publik goods)Therefore, public goods must be produced efficiently, effectively, transparently so that the costs and rates are cheap and affordable for the community and are sufficiently available so that everyone can obtain them.

For better public services, various regulations are made by the government with the approval of the DPR. If a violation occurs, law enforcement and its apparatus have been prepared. Various minimum service standards have also been made. The principles of transparency and public accountability have also become the basis for encouraging better public services.

Internalization of public service already exists in the culture of Indonesian society. Friendly attitude, serving wholeheartedly, humble, has become part of the daily life of society. Realizing this attitude and behavior is an inseparable part of providing public service. Including taking other people's rights, stealing (corruption) and winning alone, putting oneself and one's group first are attitudes and behaviors that must be avoided by public servants.

Nowadays, people are increasingly aware of their rights and obligations as citizens in the life of society, nation and state. People are increasingly brave to submit their demands, desires and aspirations to the government. People are also increasingly brave and critical in controlling what the government does.

Why is Public Service Important?

State apparatus is still faced with an inefficient and weak government management system. Public services provided to the community are too long and sometimes complicated so that service users often joke 'if the procedure can be extended, why shorten it/cut it?, if it can be made difficult, why make it easy?'

Various complaints and grievances were submitted by the public either through mass media or directly to the service unit/office. This condition is one indication that the service system and procedures are still not running well, the service is still complicated, not transparent, less informative, less accommodating, less consistent, so it does not guarantee legal certainty, time and costs and there are still unofficial levies.

This condition has an impact on the low quality of public services, various practices of corruption, collusion and nepotism occur, as well as inefficiency in the implementation of government and an apathetic attitude (reluctance) from the community to obtain public services.
