DIY's Big PR in the 2019 RKPD Musrenbang

"Poverty, Inequality, Congestion and Unclear Orientation of Special Programs Are Big Problems for DIY Currently. The Governor and All DIY Government Apparatus Must Be Able to Analyze and Resolve Them"

Yogyakarta, IDEA – After the stages of the Planning and Development Deliberation (Musrenbang) in all sub-districts, districts and regencies/cities in the Special Region of Yogyakarta (DIY) were carried out, now it is the turn of the DIY Government to hold a series of activities for the 2019 RKPD Musrenbang. Opened at the East Park Hotel in Yogyakarta, Monday (06/03), this Musrenbang is planned to be held until April 2018. The opening of the 2019 RKPD Musrenbang was attended by around 300 people from various government elements and community groups, including representatives of related ministries, heads of provinces/regencies/cities in DIY, the Regional Representative Council, the Regional People's Representative Council of the province and districts/cities in DIY, DIY/district/city Regional Apparatus Organizations. Universities and the private sector, Non-Governmental Organizations, representatives of community organizations were also involved in this forum, IDEA included.

The Head of the DIY Regional Development Planning Agency, Tavib Agus Rayanto, when opening the forum said that there are several stages in the 2019 RKPD musrenbang process. These stages include the opening of the musrenbang, thematic musrenbang forums (poverty, inequality, financing for the construction of the New Yogyakarta International Airport), special forums, regional apparatus forums, trilateral desk forums, joint district/city forums and joint sectoral forums and closing of the musrenbang.

Prof Mardiasmo, keynote speech in the opening of this forum, said about the importance of implementing musrenbang. According to him, as a gateway to development planning, the musrenbang forum must be able to formulate the best programs and activities. This is so that it can have a big impact on accelerating the achievement of development goals.

As is known, in the 2017 Fiscal Year, DIY had 209 programs and 2,456 activities. However, according to Mardiasmo, it has not been able to effectively achieve the target of development goals optimally, one of which is the problem of poverty. Mardiasmo emphasized that the DIY government must be able to focus and prioritize in formulating programs and activities for 2019, especially to overcome current problems such as the gap between districts/cities and villages.

Meanwhile, a representative from the Ministry of Home Affairs stated that DIY is the first region in Indonesia to hold a series of musrenbang with several approaches (thematic), sectoral and based on special issues such as the special status and development plans for the New Yogyakarta International Airport.

The Minister of Home Affairs revealed that in 2017, the Province of DIY received the first best award, the 2017 Pangripta Nusantara Award for the category of province with the best planning in development planning. The Pangripta Nusantara Award is an award given to appreciate the performance of regional governments, both provincial and district/city that excel in planning development. The Minister of Home Affairs hopes that the participatory musrenbang process with a thematic and sectoral approach can continue to be pursued to ensure the results and quality of the musrenbang.

One of the DIY residents who attended the forum gave his opinion regarding one of the causes of the never-ending inequality problem. According to him, one of the causes is the lack of attention to cooperatives. In fact, he continued, cooperatives are a system for economic equality and community empowerment. In fact, he considers cooperatives to be one of the solutions to overcome inequality. If cooperatives are facilitated and managed well, then the contribution to increasing community income, according to him, will be even higher.

For information, according to data from the Central Statistics Agency, DIY is the province with the highest level of inequality in Indonesia. Yogyakarta's gini ratio as of September 2016 reached 0.425.

In addition to the issue of inequality, congestion is also an important issue discussed in this Musrenbang. As is known, according to the results of the Inrix survey, Yogyakarta is the fourth most congested city in Indonesia. According to the DIY Ombudsman, the congestion occurs because the use of public transportation is not optimal. People use more private vehicles which contribute greatly to the emergence of congestion. Therefore, according to the Ombudsman, improvements and repairs to public transportation services must be carried out immediately, so that people start to switch to using public vehicles rather than private vehicles. However, the Ombudsman still considers that preventive measures such as making policies must be formulated immediately, to overcome congestion.

IDEA itself considers that the opening forum of the musrenbang is an important forum to present initial data related to what aspects will be discussed in the thematic and sectoral musrenbang forums as well as special forums such as the special forum. One of the focal points of the 2019 DIY RKPD Draft is the development of the southern region as a regional base that must be considered in realizing equitable community welfare. This focus must be truly consistent and implemented effectively to overcome inequality and realize equitable development.

Active community participation is not only in involvement in the musrenbang forum but must also be active (acrive citizen) in monitoring the implementation of development in accordance with the targets that have been set. The government must open up space for public participation in monitoring the implementation of development. Without monitoring and supervision from the public, the implementation of development will be ineffective again and waste the available resources. Don't let musrenbang only become an annual ceremonial forum without looking at the achievements and work of the previous year..
