Quote from the introduction to the book 'Naked Corruption in the Eyes of Women'
Calling women as sinners who encourage corruption committed by men has never had a strong foundation, because there is not enough evidence of the strength of women's control over men's behavior. On the contrary, corruption occurs more in the power structure over public resources so that its roots must be traced to the elements that build the structure. This means that even women who are stricter in their behavior than men can be trapped into becoming corruptors because of the pressure of the power structure that surrounds them.
In the confines of corrupt structures, greater involvement of women may not improve anything other than the degree of their participation in bureaucracy and decision-making. Therefore, significant positive changes from their involvement presuppose radical changes in the power relations of the bureaucracy as well as between the structures managing public resources and civil society.
