Village Data Management Assistance in Bantul

When opening the technical coordination meeting of the Economic Census conducted by BPS on April 26, 2016, President Joko Widodo firmly called for government agencies to stop using different data, but to use one data. In the forum, the president also called for each agency to use the data provided by BPS. The president's statement above, of course, provides support for the efforts that have been made by various parties so that there is synergy and use of data as a reference in development planning.

As is known, the use of different data by government institutions not only makes it difficult for the government to carry out development planning that is in accordance with the needs of the community, but also causes inefficiency in the use of the budget and often does not meet the rules for data collection.

Since 2012, the SAPA Program has encouraged various efforts at the district/city level to improve poverty data, especially in Regional Government Organizations (OPD) that have duties and functions in poverty alleviation. Findings in the field show that poverty data held by various OPDs differs, even with data held by the central government. These data differences are caused by various factors such as data collection time, methods, use of indicators and different definitions by each institution.

In addition to being faced with a variety of data, an equally important issue is the use of data in development planning. It is often found that assumptions in development planning at the regional level do not always use data as a basis for decision making. This is not only caused by the lack of a strong habit of using data but also because data is not available, data is difficult to exchange between government agencies, and government efforts at various levels of government are not yet synergistic. Nevertheless, efforts to realize one data at the national and regional levels have begun to be pioneered.

The SAPA program has specifically pioneered the use of cheap and easy-to-operate information technology instruments in realizing one data at the regional level through the Poverty Resource Center (PRC). In addition, the SAPA program also encourages local governments to form institutions and data governance protocols both at the regional government level (between OPDs) and between various levels of government in one region (provincial, district/city, and village governments).

The enactment of Law No. 6 of 2014 concerning Villages provides an opportunity for villages to develop a village information system (SID). In the context of realizing one data, SID is interpreted not only as a support system for villages in planning development at the village level, but also as an instrument in synergizing development data from the village, district/city, and provincial levels. In order to realize synergy of development data from the village to provincial levels, the government at all levels must be able to manage development data.

Through the SAPA program, KKI PK – IDEA Yogyakarta – SID Developer Village Forum and TKPKD Bantul Regency collaborated to provide assistance in managing village development data. This activity was carried out on 12-17 May 2017 at the Parasamya building in Bantul Regency. A total of 75 villages and 17 sub-districts and OPDs related to data in Bantul Regency were involved in this assistance activity. The activity was divided into 2 major activities, namely starting with 1) Socialization to policy makers with participants from Village Heads, Sub-districts and OPDs led directly by the Deputy Regent as the Head of TKPKD and 2) Technical Guidance to village data operators and OPDs which were divided into 3 waves, each wave attended by 30 data operators. The technical guidance for village data assistance was divided into 3 waves and carried out for 3 consecutive days and attended by Bappeda, PMD Office and the Communication and Information Service.

This development data management assistance is focused on the village level using the StatPlanet application. The village government, which has been the spearhead in updating development data from each sector, has not managed the data it has. The classic problem that occurs is that so far they have been collecting data through village officials and cadres, then the data is sent to the relevant OPD. Unfortunately, they did not back up the data. The data available in the village so far is still in the form of hard copy (not digital) and its storage has not been archived properly so that much data is lost.

In the assistance of village data management for village governments, especially data operators are equipped with skills for managing village development data. In line with this, policy makers in the village are also equipped with an understanding of the importance of regulations for data management so that villages also haveup-to-date development data so that villages can be sovereign over data. The management of development data in this village will make it easier for the village government to use data for the village budget planning process for village development in accordance with the Village Law.

In line with this, in Bantul Regency, the SID application has been developed in all villages facilitated by the Communication and Information Service since 2014. During the 2 years of SID implementation, it turned out that there were still many villages that had not used or optimized this application. This village data management assistance activity was agreed to be an opportunity to optimize the existing SID. Many villages do not yet know how to use the SID application provided by the Bantul Regional Government, so they are still confused about how to use it. Although there are already several villages that have been able to utilize the SID application for public services and village websites. Based on data from the Communication and Information Service, there are approximately 20 villages that have reached this level, so there are still 55 villages that have not been able to utilize the SID application that has been developed over the past 2 years.

To optimize the use of SID, this data management is integrated with the SID application which will be carried out by a team from the Bantul Regency Communication and Information Service. This integration is intended to minimize the increasing number of applications managed by the village. SID is expected to be a home for all applications in the village and the village government can optimize the SID application into an information system for the basis of village development. (TSW)
