Kulon Progo, IDEA – In order to agree on the design for developing a public accountability forum at the Regency and Village levels, increasing literacy of complaints for residents, and agreeing on a follow-up plan for piloting LAPOR villages in two villages in Kulon Progo Regency, IDEA Yogyakarta took the initiative to hold a public accountability forum coordination meeting, Thursday, (05/04). The coordination meeting held at the Kulon Progo Communication and Informatics Office was part of IDEA Yogyakarta's commitment to encourage and realize accountable village governance.
As is known, in the public service law, service providers are required to provide complaint facilities and assign competent implementers to manage complaints. The government emphasizes this obligation with Presidential Regulation No. 76 of 2013 concerning Management of Public Service Complaints. The Ministry of PAN and Bureaucratic Reform followed up on this policy by issuing PermenPAN RB No. 3 of 2015 concerning the Roadmap for the Development of the National Complaint Service Management System (SP4N). Currently, the Ministry of PAN and Bureaucratic Reform, the Ombudsman of the Republic of Indonesia and the Presidential Staff Office have agreed to make LAPOR! (People's Online Aspiration and Complaint Service) an integrated complaint channel at the national level.

Galih, one of the IDEA activists, stated that the Kulon Progo Regency government is one of the parties that has used the LAPOR! channel as a complaint management tool. This regency is also the area whose citizens are most active in using LAPOR! as a complaint channel. However, according to him, in the program evaluation conducted by IDEA at the end of 2017, some residents still felt hesitant when they wanted to convey their complaints regarding public services.
"In addition, socialization from the government to increase literacy about public service complaints is also still limited," he said.
Regarding the pilot project of public accountability village that was initiated by IDEA, Hernindya Wisnuadji, Facilitator in this coordination meeting, said that IDEA has attempted public accountability in Dlingo Village, Bantul Regency and Sawahan Village, Gunungkidul Regency.
As is known, Dlingo and Sawahan villages are the two best developer villages (SID). Namely Dlingo Village, Bantul, and Sawaha Gunungkidul. Dlingo Village itself has a website that has been visited by more than 3 million. Meanwhile, Sawahan Village is the only village whose village website already has a variety of thematic maps (T-Maps)

Meanwhile, for Kulon Progo Regency, the local Communication and Information Service proposed that Bumirejo Village, which already has a LAPOR! management account at the village level, and Sendangsari Village, which is the representative of the best SID manager at the national level from Kulon Progo Regency, be used as a pilot project for the implementation of public accountability in Kulon Progo. The Kominfo proposal regarding the two pilot villages was agreed upon by the Participants of the Coordination Meeting which was also attended by representatives of both villages, Bumirejo and Sendangsari.
For its implementation, IDEA offers that the elements of public accountability to be implemented must consist of one data, open data and management of citizen complaints. While in form, Kulon Progo can implement a pilot public accountability through management of citizen complaints at the village level.
As a follow-up, IDEA Yogyakarta, Kulon Progo Communication and Information Service, and Bumirejo and Sendangsari Villages agreed to hold a marathon meeting in the second, third week and at the end of April 2018. The results of the pilot project will be presented to all villages in Kulon Progo Regency.
